Enable the accessibility virtual keyboard on the login screen

Enable the virtual keyboard accessibility feature on the login screen. If this policy is set to true, the accessibility virtual keyboard will always be enabled on the login screen. If this policy is set to false, the accessibility virtual keyboard will always be disabled on the login screen. If you set this policy, users cannot change or override it. If this policy is left unset, the accessibility virtual keyboard is disabled on the login screen initially but can be enabled by the user anytime via accessibility settings. This policy does not affect whether the touch virtual keyboard is enabled. For example, the touch virtual keyboard will still show up on a tablet device even if this policy is set to false.
