Allow gnubby authentication for remote access hosts

Setting the policy to Enabled means gnubby authentication requests will be proxied across a remote host connection. Setting the policy to Disabled or leaving it unset means gnubby authentication requests won't be proxied. Note that this feature requires additional components which are not available outside of the Google network environment in order to work properly.
