Allow Smart Card connection by Isolated Apps

Setting the policy specifies which Isolated Web Apps (IWAs) can connect to smart cards using Web Smart Card API without having the user prompted for permission. This policy overrides the behavior of DefaultSmartCardConnectSetting and is overridden by SmartCardConnectBlockedForUrls. By default, IWAs that specify Smart Card permissions within their manifest can connect to smart cards provided that user grants the permission interactively per-reader.
