Disable3DAPIs

Disable support for 3D graphics APIs

Setting the policy to True (or setting HardwareAccelerationModeEnabled to False) prevents webpages from accessing the WebGL API, and plugins can't use the Pepper 3D API. Setting the policy to False or leaving it unset lets webpages use the WebGL API and plugins use the Pepper 3D API, but the browser's default settings might still require command line arguments to use these APIs.
