Control Google ChromeOS access to Google location services

Set Google ChromeOS geolocation system availability level. This is an additional layer of control, sitting below the permission layer for apps and websites. E.g. If this policy is set to either Block or OnlyAllowedForSystemServices, no apps or websites can resolve location, regardless of their respective location permission. But if it's set to Allow, apps and websites can individually get location if they have permission. Users can't override the admin selection. Leaving the policy unset gives users the consumer experience, i.e. they can freely modify the system location setting, and where the default is Allow. Note: This policy deprecates the Google ChromeOS.
