Controls enabling NTLM as an authentication protocol for SMB mounts

Setting the policy to Enabled means the Network File Shares feature for Google ChromeOS uses NTLM for authentication to SMB shares if necessary. Setting the policy to Disabled turns off NTLM authentication to SMB shares. Leaving the policy unset means the behavior defaults to off for managed users and on for other users.
